Grapes leaf hopper?

I have an infestation of what I think are Leaf-Hoppers in my grapes. They are so numerous that you can actually hear them jumping from leaf to leaf. They are very small and I really haven't been able to see them, just hear end see flying insects. I've tried Spectracide 50% Malathion mixture, the directions said use twice a year. The insects disappeared for all of two days, they're back.

Any suggestions?
